This agenda item is a resolution rejecting the one construction bid received on March 6, 2024, for the BCRUA Delivery Points Improvements Phase 2 Project submitted by Archer Western Construction. The one (1) proposal received for an amount of $2,743,980 was significantly over the pre-proposal estimate of $1,600,000, which is 71.5% over budget.
Since the bid opening, staff and the consultant have revised the design to postpone most of the heavy mechanical valves and structures until the Phase 2A treatment plant expansion project is built and have left in the remaining instrumentation, control and programming, which is more critical at this time. The revised project will be re-bid in May 2024 with bid award going to the Board in June 2024.
Staff and the Operations Committee recommend rejection of the bid submitted by Archer Western Construction for the BCRUA Delivery Points Improvements Phase 2 Project.
