Title
Consider a resolution authorizing the BCRUA Board President to execute an agreement between Pedernales Electric Cooperative, Inc. (PEC) and the BCRUA, regarding design and construction of upgrades and expansion to the PEC Nameless substation for provision of electrical service to the Phase 2 Raw Water Delivery System.
Body
This agreement is very similar to the permanent power agreement with PEC, which was approved by the BCRUA Board in March 2024. The primary difference is PEC will be managing both the engineering and construction. The Nameless Substation upgrade project consists of upgrades to and expansion of the PEC Nameless Substation, including the addition of a substation power transformer and distribution feeder construction at the site. PEC will take lead on engineering and construction, using PEC approved engineer’s and contractors. BCRUA will pay engineering and construction costs with the exception BCRUA is only paying for 25.6 % of the cost of the new transformer, based on our power capacity needs.
The cost estimate for both the permanent power and the Nameless substation projects totaled around $25M in the SWIFT funding estimates but due to the nature of how PEC invoices costs to BCRUA, we will not know the exact amounts for either project until both projects are complete.
The BCRUA general counsel, BCRUA staff, and the Operations Committee (OC) recommend approval of the resolution authorizing the President to execute an agreement with Pedernales Electric Cooperative, Inc. (PEC) for design and construction of upgrades and expansion to the PEC Nameless substation.
