Consider a resolution authorizing the Mayor to execute a Contract for Engineering Services with HDR Engineering, Inc. for the US Highway 79 from IH-35 to AW Grimes Boulevard project.

TxDOT has had this project in the planning phase since 2018. The City has recently attended meetings with TxDOT to work together to move this project forward.
The purpose of the project is to improve safety and mobility and accommodate future population growth and land use development in the area. The proposed project includes the following improvements.
* Widening the existing US Highway 79 roadway to add a third travel lane in each direction
* Installing a raised median for safety
* Constructing an underpass at the intersection of US Highway 79 and Mays Street, an overpass at the intersection of US Highway 79 and A.W. Grimes Boulevard, and altering the US Highway 79/IH-35 intersection
* Modifying driveways and access points to improve safety and traffic flow
* Installing shared-use paths on both sides of US Highway 79 to provide improved pedestrian and bicycle accommodations
The Public Works Department request the Mayor to approve this engineering contract with HDR Engineering, Inc. to review the existing work completed on the project by TxDOT and develop an updated schematic based on new project information and updated requirements.
This includes:
* Identifying potential impacts/constraints within the project corridor
* Re-evaluate Environmental Constraints and update drainage design with new information
* Document utility locations and depths
* Develop full Geometric Schematic to share with public and be used to go to the next step in project development.
The cost for the development of this updated schematic is $1,389,880.80.
