Consider a resolution determining that Jimmy Evans Company provides the best value for the City for the Water Treatment Plant Miscellaneous Improvements Project and authorizing the Mayor to execute a Standard Form of Agreement.

The City of Round Rock owns and operates a surface water treatment plant (WTP) south of Westinghouse Road. The WTP is rated to treat 52 million gallons of water per day across three existing treatment plant phases: Phases 3, 4, and 5. These treatment plant phases were constructed between 1996 and 2003. Due to the age of the treatment plant phases, various equipment and piping have reached the end of their useful lives and are becoming maintenance issues.
The City contracted with AECOM Technical Services, Inc. to review the condition of the miscellaneous piping and equipment and develop design documents for the following improvements: removal and replacement of washdown water piping, addition of a Phase 5 backup generator, addition of a bulk polymer feed system, removal and replacement of chemical feed lines, and filter media replacement in Phase 5. Components that require replacement are integral to the WTPs continued operation and must be carefully removed and replaced.
On June 13, 2024, the City Council passed Resolution No. R-2024-146 authorizing City staff to use Competitive Sealed Proposal (CSP) as the alternative selection method for this project due to the technical nature of the construction and to provide the best value for the City. The project moved forward to the bid phase with this method.
The project was previously advertised for construction bids near the end of 2024. One proposal was received for the WTP Miscellaneous Improvements project. Attempts to negotiate the scope and cost to get the project within budget were unsuccessful, and the bid was officially rejected in May 2025. The project was subsequently repackaged to the current scope after discussions with operations staff and the engineer. The repackaged scope closely aligns with operational and treatment priorities and includes the removal and replacement of washdown water piping; the addition of a Phase 5 backup generator and a bulk polymer feed system; the removal and replacement of chemical feed lines; and the replacement of filter media in Phase 5.
The project was re-bid, and one proposal was received on December 18, 2025 from Jimmy Evans Company. After vetting the contractor, examining the proposal, and conducting value engineering and scope reduction, as agreed by both parties, the agreement is prepared to move forward.
This item is for the approval of a construction contract with Jimmy Evans Company in the amount of $6,244,000.
