Consider public testimony regarding, and an ordinance rezoning 1.02 acres located on the west side of Red Bud Lane and north of Gattis School Road from the OF-1 (General Office) zoning district to the MF-1 (Multifamily - Low Density) zoning district. (First Reading)*

 

Body

Proposal: The owner, Red Doris, LLC, is requesting to rezone 1.02 acres from OF-1 (General Office) to MF-1 (Multifamily - Low Density) to accommodate a total of ten (10) townhome dwelling units. 

 

Comprehensive Plan and Zoning:  The Future Land Use Map of the Round Rock 2030 Comprehensive Plan designates this tract for residential uses. The subject tract is currently zoned OF-1 (General Office). The Comprehensive Plan designation of residential allows for low density multi-family development, with the following location criteria:

                     Primary access is allowed via arterial roadway or collector street; and

                     Direct access to abutting single-family neighborhoods is discouraged unless integrated as part of a master planned community or as required to implement transportation network policy objectives; and

                     Low density multifamily developments shall not be located immediately adjacent to other low density multifamily developments; they must be separated by open space such as parkland or natural features.

 

Traffic, Access, and Roads:  Access will be provided via a new street connection, Fischer Cove, to N Red Bud Lane. A joint access agreement will be required for interior lots not able to construct driveways along N Red Bud Lane due to driveway separation requirements within the City’s adopted Design and Construction Standards.

 

MF-1 (Multifamily - Low Density) District: The MF-1 district allows a density of up to 12 units per acre, in either apartments, townhouses or a multifamily house. No more than 120 dwelling units shall be permitted in any single apartment complex. No more than 12 dwelling units shall be permitted in any single residential structure. The district allows for an increase in the maximum of 12 units per acre to 14 units per acre if the developer opts into a design standard incentive. The maximum height is 2.5 stories and at least one (1) amenity accessible to all residents shall be provided for each low-density multifamily complex with 30 or more dwelling units.

 

At its January 11, 2023 meeting, the Planning and Zoning Commission unanimously recommended approval of the proposed zoning and there were no public speakers.
