Consider a resolution approving and authorizing the submittal of an application to the Texas Water Development Board for funding through the Clean Water State Revolving Fund (CWSRF) regarding the Brushy Creek East Wastewater Treatment Plant Expansion Project.

 

Body

​The City of Round Rock’s wastewater flows into the Brushy Creek Regional Wastewater System (BCRWWS). The regional system is owned by the City of Round Rock, City of Cedar Park, City of Austin, and City of Leander. The BCRWWS consists of two wastewater treatment plants (WWTP), the East WWTP and the West WWTP. The East WWTP is nearing construction completion to increase the capacity to 30 million gallons per day (MGD), bringing the total treatment capacity of the BCRWWS to 33MGD.

 

The Expansion to 40MGD project for the East WWTP is under design by Plummer and Associates, Inc. and expected to start construction in early 2027. The construction cost estimate for the 40MGD project is approximately $117.6 million. Round Rock’s cost allocation is 90%, or approximately $105.8 million. Due to the significant cost of the project, the Texas Water Development Board Clean Water State Revolving Fund (TWDB CWSRF) Loan Program was pursued to finance a portion of Round Rock’s allocation of the construction cost. Due to many key project features, the 40MGD project ranked high among other projects submitted across the state, and in October 2025, the City of Round Rock was invited to apply to the CWSRF program.   

 

As part of the CWSRF funding application process, the TWDB requires the City to pass a resolution authorizing the application for funding and naming the authorized representatives to provide information to the TWDB to support the application. The resolution also allows the authorized representatives to execute documents as may be required in connection with the preparation and filing of the application for the CWSRF loan. 

 

The total CWSRF funding being requested is $60,000,000. If approved, the low-interest loan will be taken down closer to the start of construction in 2027. The remaining cost of construction will be funded by Round Rock in the form of cash or open-market bonds and the City of Austin.
