Consider a resolution authorizing the Mayor to execute Supplemental Agreement No. 2 to "City of Round Rock Agreement for Professional Consulting Services for Design Services with Parkhill, Smith & Cooper, Inc." for the Heritage Trail East Project.

This item authorizes a supplemental agreement with Parkhill, Smith & Cooper, Inc. for engineering and plan updates associated with the grant administered by TxDOT. The Parks and Recreation Department was awarded a Transportation Alternative Grant in the amount of $6,302,417 (with $318,159 indirect state cost associated with it) for the Heritage Trail East Project. In order to receive the grant, the plans had to be reformatted to fit strict TxDOT requirements. The TxDOT process added significant time to the project and included multiple intermediate review cycles through their team. These review cycles required additional engineering to clear comments, including, but not limited to additional stormwater studies and additional surveying efforts. This additional services agreement includes all of the extra hours associated with reformatting the plans and additional engineering.
This additional services agreement also includes the hours that were required during the land acquisition stage of the project. Initially, it appeared that the City was going to have to condemn an easement through The Falls Apartment Complex. Sheets and Crossfield requested for the design team to prepare several exhibits in anticipation of the condemnation hearing. Ultimately, a deal was reached with the owners of the apartments prior to reaching the condemnation hearing, but the effort to create the exhibits was already done.
The Heritage Trail East project will be a continuation of the Heritage Trail West portion of the trail and includes a 10' wide trail detailing the history of Round Rock as a timeline. The project spans from Mays St. to Georgetown St. and include improvements and programmatic elements detailing historical elements, educational elements, arts & cultural elements, general park elements and elements that encourage community events and development revitalization along the corridor.
