Consider a resolution authorizing the Mayor to accept a grant award from the Office of the Governor, Texas Music Office, to fund two live performances at the Monday Music on Main Series, and authorizing execution of any required award documents.

On April 20, 2012 the Office of the Governor, announced the creation of the Live Music Grant Program, which will fund free, live-music concerts across the state. The program is made possible by a settlement from the Compact Disc Minimum Advertised Price Antitrust litigation and does not utilize taxpayer dollars.
Grant applicants must partner with a 501(c)3 nonprofit organization or a city or county government office willing to pay the upfront cost of the concert. The nonprofit or city/county government organization will then be reimbursed by the Texas Music Office once the grant is approved. The City of Round Rock applied for this grant on March 4, 2013. The total funding from the Texas Music office is $3,000 ($1,500 per concert with a two concert maximum). In order to accept the funds, the City Council must approve this resolution.
Implications or responsibilities of the City:
Prior to disbursement of grant, the following conditions must be met:
a. Grant funds must be used by the grantee to present <a musical act> at a cost of <up to $1,500> for a 90-minute performance that is free and open to attendance by all ages. 100% of funds must go to Texas musical acts.
b. Include one local record or instrument retailer as co-sponsor. (We used Danny Ray's Music Store)
c. Provide signage mentioning the retail co-sponsor at the concert.
d. Provide a signed Statement of Grant Award and a signed Reimbursement Form, along with a signed contract evidencing payment for (at minimum) one 90-minute performance as described in Section A above.
e. Provide proof of artists' Texas residency through a Declaration of Texas Residency form and registration in the Texas Talent Register.
f. Provide at least three photographs documenting the event, including the band(s) performing on stage, the audience and event signage.
