Title

Consider a resolution authorizing the Mayor to execute Supplemental Contract No. 2 with Plummer and Associates, Inc. for the Brushy Creek East Regional Wastewater Treatment Plant Expansion to 40 MGD Project.

 

Body

The City of Round Rock’s wastewater flows into the Brushy Creek Regional Wastewater System (BCRWWS). The regional system is owned by the City of Round Rock, City of Cedar Park, City of Austin, and City of Leander. The BCRWWS consists of two wastewater treatment plants (WWTP), the East WWTP and the West WWTP. The East WWTP is currently under construction to increase the capacity to 30 million gallons per day (MGD), bringing the total treatment capacity of the BCRWWS to 33MGD.

 

The City of Round Rock is under contract with Plummer Associates, Inc. for design of another 10MGD expansion, which will increase the East WWTP capacity to 40MGD. The project will add a fourth treatment train, two clarifiers, and associated filtration and disinfection. Supplemental Agreement No. 1 added design for rehabilitation of existing treatment structures, equipment, and other components across multiple areas of the plant. The 40MGD and Rehabilitation projects are under design and will be bid and constructed together. The City of Round Rock’s cost allocation for the 40MGD project is 90% and is based on the capacity gained by the project (9MGD of the 10MGD expansion). Round Rock’s cost allocation for the Rehabilitation project is 60.76% and is based on existing ownership capacity. 

 

This item is for the approval of Supplemental Agreement No. 2, which includes additional professional services for both the 40MGD Expansion project and the Rehabilitation project. 

Additional design services needed in the 40MGD project are for dewatering building improvements, including the design of an additional belt filter press and hopper for more solids dewatering capacity, and associated electrical and controls design. The 40MGD cost is $338,513, and Round Rock’s cost allocation is $304,661.70 (90% expansion capacity).

 

Additional design services needed for the Rehabilitation project include ventilation for the solids handling buildings, structural design for canopies to protect disinfection units (UV1 and UV2), controls improvements for scum pump stations 1 and 2, and replacement of Train 2 return activated sludge pumps. The Rehabilitation cost is $228,794, and Round Rock’s cost allocation is $139,015.23 (60.76% ownership capacity). 

 

The total cost of Supplemental Agreement No. 2 is $567,307. Cost summaries for Supplemental Agreement No. 2 are included below for clarity.
