Title

Consider a resolution authorizing the Mayor to execute Quantity Adjustment/Change Order No. 1 with Thalle Construction Co. Inc. for the Brushy Creek Regional Wastewater System (BCRWWS) - East Plant Expansion to 30 MGD Project.

Body

The Brushy Creek Regional Wastewater System (BCRWWS) East Treatment Plant expansion to 30 million gallons per day (MGD) is a regional project with Round Rock along with other owners of the regional system Austin and Cedar Park.  Leander is buying into the treatment ownership with their participation in this project as well.  The percentage participation by each city is shown below.

This item is Change Order No. 1 for the BCRWWS East Treatment Plant expansion to 30 MGD and provides a myriad of plant improvements which includes an improved treatment process among others.  The process change allows the plant to more reliably achieve the more stringent permit limits in its most recent revised permit.  The project also adds improved headworks and odor control.  Thalle Construction was awarded the contract by City Council on April 9, 2020 and work started June 1, 2020.

This change order has bigger cost items that include adding field rehabilitation of two sludge belt filter presses which adds $365,280.04, adding pier casing at the preliminary treatment unit for $55,610.17, changing the specifications and dimensions for building doors for $35,126.00, and changing the analytical instruments manufacturer for $52,734.36 along with 13 other smaller changes.  This change order also adds 57 calendar days to the originally awarded contract time of 975 calendar days bringing the total contract time to 1,032 calendar days.
