Consider a resolution authorizing the Mayor to execute Supplemental Contract No. 4 with K. Friese + Associates, LLC for the Greenlawn Boulevard Widening from SH45 to IH35 Project.

The Greenlawn Boulevard Widening Project will widen the existing four-lane divided arterial to a six-lane enhanced roadway from IH35 to SH45, consistent with the City of Round Rock Transportation Master Plan. The project adds one 11-foot travel lane in each direction and includes an 8-foot separated bicycle path along the north side of the corridor, located approximately 5 feet behind the back of curb. The improvements extend approximately one mile and are being constructed in coordination with The District development along the north side of Greenlawn Boulevard.
This item represents the fourth supplemental to the original agreement approved by Council on October 24, 2019 for preliminary engineering services. Subsequent supplements have included final design and construction phase services, stormwater detention design and FEMA CLOMR/LOMR permitting to address floodplain impacts, and waterline relocations required due to conflicts with the roadway improvements.
This supplemental addresses additional design revisions needed to maintain coordination with adjacent development and to incorporate safety and operational improvements identified during design. Specifically, driveway access points associated with The District development were found to be misaligned with the City’s roadway design. The City directed revisions to five driveway locations, which require updates to roadway, drainage, traffic control, utilities, and associated construction quantities.
The supplemental also includes updates to the floodplain model and preparation of a Letter of Map Revision (LOMR) to reflect revised roadway and drainage conditions, ensuring compliance with FEMA requirements. In addition, the design of new traffic signals at Greenlawn Boulevard and Driveway C/IDEA School Drive is included to safely accommodate future traffic demand and will be incorporated into the overall project plans.
The total cost of this supplemental is $122,508.76, bringing the total design contract amount for the project to $1,419,303.76.
