Consider public testimony regarding, and an ordinance approving an amendment to the Comprehensive Plan 2030 to modify the Future Land Use Map to allow commercial development on 3.86 acres located at 3260 E. Palm Valley Blvd (First Reading)*

 

Body

The applicant, MVRK Real Estate Partners on behalf of the owner Old Settlers Association, requests to amend approximately 3.86 acres on the Round Rock 2030 Future Land Use Map (FLUM) from the Open Space designation to the Commercial designation.

 

The Round Rock 2030 Comprehensive Plan encourages the Commercial land use designation for any parcel or tract of land that is appropriate for the provision of retail sales and services to the public, provided it complies with the FLUM’s location criteria for Commercial development. Commercial uses can serve neighborhood, community, and regional customers. A rezoning request from OS (Open Space) to C-1a (General Commercial - Limited) is under consideration as a separate agenda item.

 

The Comprehensive Plan designation of Commercial land use allows for the provision of retail sales and services to the public with the following location criteria:

1. At the intersection of two arterial roadways or an arterial/major collector; or

2. At an extension of an established commercial area that does not conflict with adjacent residential uses.

 

With the existing commercial use to the south of the tract, this property meets the second location criteria above. Additionally, the tract is in close proximity to the Harrell Parkway and E Palm Valley Blvd intersection, placing it at one of the busiest locations in the city. A Commercial land use designation will enable redevelopment to a much higher and better use than an RV park and will serve visitors to Old Settler's Park, the Multipurpose Complex, Dell Diamond, and Kalahari. Specifically, the applicant has stated they would like to develop the property as a 120-room hotel, which would be in a valuable location to serve visitors to the MPC and the upcoming Athletics Performance Center at OSP.

 

On December 17, the Planning and Zoning Commission recommended approval of the FLUM amendment with a vote of 6-0. Three commissioners were absent and there were no public speakers.
