Consider a resolution authorizing the Mayor to execute Quantity Adjustment/Change Order No. 2 with Royal Vista, Inc. for the Cycle 4 Basins 1 & 2- Wastewater Main Rehabilitation Project.

The City is required to evaluate the wastewater system inside the Edwards Aquifer recharge zone every five years to comply with the Texas Commission on Environmental Quality requirements. The elimination of defects inside the Edwards Aquifer recharge zone will not only help to protect the Edwards Aquifer but will also reduce inflow and infiltration entering the City's wastewater collection system, thereby reducing the City's treatment cost. Approximately half of the City is located over the Edwards Aquifer. The City has divided this area up into five basins with numerous sub-basins. The City has recently completed the inspection of 14 sub-basins that are in two of the wastewater basins to determine the areas that require rehabilitation. Kasberg, Patrick & Associates, LP was previously chosen to conduct engineering design, bidding, and construction phase services.
On April 18, 2025, the City Council voted to allow the project to be bid using a Competitive Sealed Proposal alternative bidding method. On October 9, 2025, the City Council awarded the contract to the highest-ranking contractor, Royal Vista, Inc. in the amount of $1,646,653.61. On May 28, 2026, Quantity Adjustment/Change Order (QA/CO) No. 1 was approved for $80,748.50.
This request is for the approval of QA/CO No. 2 in the amount of $156,818.19 for additional wastewater rehabilitation scope. The QA/CO includes additional wastewater rehabilitation work identified during construction, including point repairs, pipe replacement, grout injection to address active infiltration, bypass pumping, restoration of service connections, and associated surface restoration necessary to complete the repairs. The new total contract value will be $1,884,220.30.
