Title

Consider a resolution authorizing the Brushy Creek Regional Utility Authority (BCRUA) to approve a contract with Thalle Construction Co., Inc. and SAK Construction, LLC Joint Venture for the BCRUA Phase 2 Raw Water Delivery System Project.

 

Body

The Brushy Creek Regional Utility Authority (BCRUA), in partnership with the Cities of Cedar Park, Leander, and Round Rock, is recommending the award of this construction contract for the Phase 2 Deep Water Intake at Lake Travis along with a raw water tunnel and pump station.  Proposals were opened for this project on March 22, 2022. Five responsive, competitive sealed proposals were submitted by:

                     Thalle/SAK Joint Venture (Thalle/SAK) of Alvarado, TX

                     Southland Contracting, LLC (Southland) of Grapevine, TX

                     Obayashi/Dragados JV (Obayashi/Dragados) of Burlingame, CA

                     Granite Construction Company (Granite) of Northbrook, IL

                     Barnard Construction Company, Inc. (Barnard) of Bozeman, MT

                     Clark Construction Group, LLC (Atkinson Clark) of Bethesda, MD. 

 

The proposals were evaluated and ranked based on the following selection criteria:

                     15% for Proposer Team Structure and Organizational Information

                     20% for Proposer Qualifications and Experience

                     15% for Project Approach

                     50% for Cost Proposal

 

Total Proposal prices inclusive of Base Proposal, Additive Alternate Proposal, and Alternate Proposal Items range from $224,786,835 to $359,086,209 as recorded in the enclosed Certified Negotiated Proposal Tabulation.

Based on evaluation of the proposals by the Operations Committee (OC) and the recommendation of our design engineer, Walker Partners/Freese and Nichols JV, the highest ranked proposer offering the best value as determined by the selection criteria and ranking assessment is Thalle/SAK Joint Venture.

 

The total Base Proposal amount including Allowances proposed by Thalle/SAK is $215,499.610.  The proposal includes 14 Additive Alternate Proposal Items.  After considering these items, the OC recommends including the 14 Additive Alternate Proposal Items in the contract. The total amount of the Additive Alternate Proposal Items is $1,430,225.  Each proposal also included two Submersible Turbine Pump and Motor Proposals for review and evaluation as Alternate Proposal Items. Pump proposals were submitted by Indar of Beasain, Spain, and KSB of Frankenthal, Germany.  Based on evaluation and ranking of the pump proposals by the OC, Indar is the highest ranked pump manufacturer and recommended for acceptance as an Alternate Proposal at a value of $7,857,000. 

 

The OC agrees unanimously to recommend award of this Phase 2 Raw Water Delivery System construction contract to Thalle/SAK Joint Venture in the amount of $224,786,835 which includes the total Base Proposal amount of $215,499,610, the Additive Alternatives total amount of $1,430,225, and the Alternative Proposal total amount of $7,857,000.  Round Rock’s portion of this project is 28.19% which equates to $63,367,409.

Funding for this contract includes 2021 SWIFT Loan funds from Leander and Cedar Park, approved at the April 7, 2021 BCRUA Board meeting and subsequent Council meetings, as well as cash from Round Rock. Since the contract award will exceed the BCRUA’s authorized maximum of $500,000, per the Master Agreement, Board approval of this contract will need to be contingent on approval by all three BCRUA member City Councils.
