Consider a resolution authorizing the Mayor to execute Quantity Adjustment/Change Order No. 1 with Royal Vista, Inc. for the Cycle 4 Basins 1 & 2 Wastewater Main Rehabilitation Project.

 

Body

The City is required to evaluate the wastewater system inside the Edwards Aquifer recharge zone every five years to comply with the Texas Commission on Environmental Quality requirements. The elimination of defects inside the Edwards Aquifer recharge zone will not only help to protect the Edwards Aquifer, but will also reduce inflow and infiltration entering the City's wastewater collection system, thereby reducing the City's treatment cost. Approximately half of the City is located over the Edwards Aquifer. The City has divided this area up into five basins with numerous sub-basins. The City has recently completed the inspection of 14 sub-basins that are in two of the wastewater basins to determine the areas that require rehabilitation. Kasberg, Patrick & Associates, LP was previously chosen to conduct engineering design, bidding, and construction phase services.

 

On April 18, 2025, the Round Rock City Council voted to allow the project to be bid using a Competitive Sealed Proposal alternative bidding method. On August 6, 2025, Round Rock opened three proposals for the project. The proposals were evaluated by the City and the design engineer. The highest ranking offeror, Royal Vista, Inc., was recommended for award. After post proposal negotiations, the agreed upon total project sum came out to $1,646,653.61, by way of value engineering and scope reduction.

 

This request is for the approval of Quantity Adjustment / Change Order No. 1 in the amount of $80,748.50 for additional wastewater rehabilitation scope. The change order includes additional repair necessary to address the adverse conditions of manhole #1434334 post field examination, and additional linear footage of PVC pipe to repair a sag and re-establish slope to achieve proper drainage.  With the quantity adjustment of $19,028.50, plus the change order amount addition of $61,720.00, the new total contract value will be $1,727,402.11.
