The applicants, Debra Kay and Marc Briggs, are requesting to amend the Future Land Use Map (FLUM) of the Round Rock 2030 Comprehensive Plan for 76.66 acres to include the property in the Residential land use designation. The property is currently not contained within the boundaries of the FLUM because it was not in the city's extraterritorial jurisdiction until a related request earlier on this meeting's agenda. It was previously released by the City of Georgetown. Approving the request will amend the FLUM by incorporating this property into its boundaries and designating the property for residential use, which will match the remainder of the property that is already in the city's ETJ.
Further, approving the request will facilitate the next item on the agenda, which is an original zoning application to accommodate a single-family neighborhood.
Amendment Polices:
The Round Rock 2030 Comprehensive Plan emphasizes the development of complete neighborhoods, the expansion of housing options, and the importance of managed growth. The Comprehensive Plan supports the Residential land use designation in areas that promote compatibility and minimize potential land use conflicts with non-residential development. The subject property is directly adjacent to land already designated as Residential on the FLUM. Extending this designation to the subject tract promotes land use continuity, reinforces the existing development pattern, and helps avoid future incompatibilities. This proposal aligns with the objectives for Residential designation outlined in Round Rock 2030 by:
• Introducing a compatible single-family neighborhood that complements the surrounding residential context.
• Providing new housing opportunities in close proximity to major employment centers, educational institutions, and transportation corridors which support the city’s goals for balanced and accessible growth.
At its May 7, 2025 meeting, the Planning and Zoning Commission recommended approval of the land use change to Residential by a vote of 9-0. One resident provided comments at the public hearing. The speaker, from the Vizcaya neighborhood, expressed concerns regarding increased traffic through the neighborhood.
This is part of the series of actions on this agenda related to the creation of an in-city Municipal Utility District containing 900-plus single-family homes. This item will be followed by zoning, consent to the creation of the MUD, and a development agreement with the developer of the MUD. On the attached map, the land subject to the FLUM amendment is identified by diagonal hatching, which also matches the bounds of the land proposed for acceptance into the City's ETJ in a separate item earlier on this meeting's agenda. Existing city ETJ and city limits are identified in yellow. The red outline identifies all land encompassed by the various items related to the creation of the in-city MUD.
