Title

Consider a resolution authorizing the Mayor to execute Quantity Adjustment/Change Order No. 1 with Capital Excavation Company for the Wyoming Springs Segment 1 Project.

Body

The new Wyoming Springs Segment 1 roadway project will connect the existing Wyoming Springs Boulevard at its intersection with Creek Bend Boulevard/Brightwater Boulevard to the intersection with FM 3406/Old Settlers Boulevard.

Quantity Adjustment/Change Order (QA/CO) NO. 1 includes the following items:

 - The construction of a concrete cap to encapsulate/protect the existing Atmos Energy natural gas pipeline running across the project.  A specially designed encroachment facility is required to protect the pipeline. This design has been approved by Atmos Energy, post letting and is now being included as a change order cost to the project. In negotiations with Atmos, the design was revised to allow a considerable savings. Initial engineer estimate was $475,000, but the actual negotiated cost is $171,021.56.

- Contractor proposed switching from C110 to C153 waterline fittings which created a savings of $44,356.12. This savings were evenly divided between the City and the Contractor (-$22,178.06/each).

After the contract was signed, the contractor and structural consultants began working with the City to improve upon the constructability of the bridge fascia panels on the Brushy Creek bridges. The new design proposes the use of the new modified TX54 girders to construct a stronger and more stable fascia panel connection. These design changes will also improve the safety and longevity of the structure.  Cost for this item is $96,642.00.

- The work on a 30-inch waterline relocation needed to be accelerated to meet the revised schedule from the adjoining Williamson County road project on Sam Bass Drive.  The City's contractor accelerated their schedule/work by adding an extra crew and working extra hours to ensure the line was ready when the repair work on the Williamson County project was completed and ready to tie into the City's waterline. Cost for this item was $23,670.00.

- Four Split Bell Joint Restraints needed to be added to the existing 30-inch waterline that were not included in the original plan set .  Cost for this item is $28,400.00.

- A new TxDOT detail needed to be added to the plans for construction of the pre-cast curb inlets located outside the roadway. Additional cost for 15 connections is $23,610.00.

- The plans also call for an 8-inch water line connection to an existing 8-inch waterline, but there was no bid item for an 8-inch wet connection.  Additional cost is $8,782.00.

- A Quantity Adjustment for an additional 3.19 tons of Ductile Iron Fittings was needed.  The engineer's estimate was 4 tons for the project, when 7.19 tons are needed. The additional 3.9 tons cost is $130,471.00.

The Public Works Department recommends approval of this request for a total of $460,418.50, bringing the total contract costs to $26,378,048.97.
