Title

Consider a resolution authorizing the Mayor to execute Quantity Adjustment/Change Order No. 4 with Austin Underground, Inc. for the Lake Creek Wastewater Line Replacement Project.

 

Body

The Lake Creek Wastewater Line Replacement Project continues the City's efforts to provide adequate wastewater service capacity to the developing Southwest area of Round Rock.  The project consists of replacing approximately 5,500 linear feet of 15-inch wastewater line with 24- inch wastewater line along Lake Creek beginning at Round Rock West Drive eastward to south of McNeil Road.

On September 13, 2022, the department received five bids for the Lake Creek Wastewater Line Replacement project and Council approved a contract with the low bidder, Austin Underground, Inc., for $3,591,170.

Change Order/Quantity Adjustment (CO/QA) No. 1 was needed due to Union Pacific Railroad requiring the thickness of encasement pipe under railroad be increased from 0.50-inch to 0.625-inch wall thickness. This change affected 430 linear feet of encasement pipe and increased the contract from $3,591,170 to $3,613,934.20. 

CO/QA No. 2 was needed for asphalt and sidewalk repairs at Round Rock West Drive.  This Co/QA increased the contract from $3,613,934.20 to $3,629,915.83.

CO/QA No. 3 included the addition of a small section of the Lake Creek Trail which will be constructed by Austin Underground to avoid a timing conflict between the wastewater project and the trail project. The change order also included the addition of two air vents and additional time associated with obtaining railroad approval of a specific installation method. The change order also included a reduction in the amount of revegetation required. With the wastewater project and the trail project overlapping, the majority of the revegetation had been removed from both projects and will be completed by a third-party contractor.

CO/QA No. 4 includes an increased reimbursement allowance for work done by third-party railroad inspectors, flaggers, and surveyors. The Lake Creek Wastewater Line Replacement project crossed the Union Pacific Railroad at two separate locations. The agreement that the City has with the railroad requires a specific third-party railroad inspector and flagger to be present during all work within the railroad right-of-way. Additionally, the track must be surveyed by a railroad certified surveyor several times per day to ensure the track stays within allowed tolerance. During the first railroad crossing, the crossing took longer than expected due to unforeseen conditions. This change orders adds to the reimbursement amount to ensure there are sufficient funds for the last railroad crossing. The contractor is reimbursed for the third-party services based on an invoice amount plus 15-percent. This change order also includes raising three manholes along the Lake Creek interceptor to ensure there is sufficient height to keep the manholes maintained. This CO/QA No. 4 is for $162,233.77 which increases the overall project total to $3,750,101.13.
