Title

Consider a resolution authorizing the Mayor to execute a Contract with Patin Construction LLC for the Heritage Trail West Project.

This item includes allows the city to enter into an Agreement with Patin Construction to build the Heritage Trail West Section. In September 2021, the original contractor for Heritage Trail West began the process of abandoning the job, with the City officially making a claim to the surety in October.  At that time, the surety began the process of rebidding the project to try to complete the construction.  However, after many, many months of unsuccessful attempts, the City decided to complete the project ourselves and will submit for reimbursement at the end of the project.   There is just over $5.3 million remaining on the original construction contract and the project was insured for just over $7.2 million (that will be reimbursed).  In November 2022, the project was placed out for bid, with bid opening in mid-December.  Patin Construction was the only contractor to bid on the project.  PARD and the design team completed an interview with Patin and determined that they have a firm grasp on the scope and complexity of this project and feel they are capable of finishing this project to the City's expectations.  Additionally, Patin construction provided their company's financial documents which the Finance Department analyzed.  They determined that Patin was a financially stable company and that the award of the contract should not be impaired based on their financial analysis.

 

The Heritage Trail project includes a 10' wide trail detailing the history of Round Rock as a timeline.  The project spans from the Bathing Beach at Chisholm Trail Road to Mays Street and include improvements at Bathing Beach Park, Chisholm Trail Crossing Park, and Memorial Park.  The programmatic elements of the project will include historical, educational, arts & cultural, and general park elements.  All elements encourage community events and development revitalization along the corridor. 

 

Cost: $19,500,000.00
