Request: Central Texas Refuse is requesting to zone 6.68 acres for original zoning to LI (Light Industrial) for the purpose of a solid waste transfer station.

Comprehensive Plan and Zoning:  The FLUM (Future Land Use Map) of the comprehensive plan designates this tract as commercial. A land use plan amendment proposing the Industrial land use designation is being considered as a separate agenda item. The subject tract is unzoned and is currently comprised of three separate parcels within the City’s ETJ. The tract meets the following location criteria for Light Industrial in the City’s Comprehensive Plan:

1.  Direct access to a collector or arterial street; and

2.  Not adjacent to residential development.

The tract has frontage on CR 118 which is under consideration for annexation on this agenda. This will facilitate annexation and zoning of the subject tract. The tract is adjacent to light industrial land uses and no residential.

Traffic, Access and Roads: Once annexed, the project will be subject to the Roadway Impact Fee regulations. The location of driveways will be determined during site development review, in accordance with city standards.

Light Industrial (LI) District: The purpose of the LI zoning district is to establish and preserve areas of high intensity land use primarily devoted to light manufacturing, assembly, and the processing of goods. The LI zoning district allows office/warehouses, waste-related services, and light industrial manufacturing and assembly. The subject tract’s limited vehicular access and proximity to other light industrial uses does not lend itself to residential or commercial development

At its August 2, 2023 meeting, the Planning and Zoning Commission unanimously recommended approval of the original zoning of LI (Light Industrial). There were no public speakers.
