Title

Consider a resolution authorizing the Mayor to execute a Contract for Engineering Services with Plummer and Associates, Inc. for the BCRWWS East Treatment Plant Expansion to 40 MGD Project.

 

Body

​The City of Round Rock’s wastewater collection system flows into the Brushy Creek Regional Wastewater System (BCRWWS). The regional system is owned by the City of Round Rock, City of Cedar Park, City of Austin, and City of Leander. The BCRWWS consists of two wastewater treatment plants (WWTPs), referred to as the East WWTP and the West WWTP.  The BCRWWS East WWTP is currently under an expansion to bring the plant capacity to 30 million gallons-per-day (MGD).  The expansion is on track to be completed this year and will bring the total capacity of the BCRWWS system to 33MGD. 

 

The Texas Commission on Environmental Quality (TCEQ) requires WWTPs that reach 75% of their permitted annual average wastewater flow for three consecutive months to initiate engineering for the next treatment plant expansion. Prior to the drought, the BCRWWS East WWTP reached the 75% threshold.  At that time, the BCRWWS had kicked off the Regional BCRWWS Masterplan study, which put the plant into compliance with TCEQ’s requirement.  Now the BCRWWS would like to start the preliminary and final design engineering associated with the next 10 MGD expansion. 

 

The City of Round Rock is contracting with Plummer and Associates, Inc. for preliminary and final engineering of the 10 MGD expansion. Plummer and Associates designed the 10 MGD expansion for BCRWWS that is currently under construction. This additional 10 MGD expansion will add a fourth treatment train, two clarifiers, and the associated filtration and disinfection.

 

An interlocal agreement (ILA) is currently being drafted to determine the participation percentages in this next 10 MGD expansion. The draft ILA states that the City of Round Rock will obtain 9 MGD and the City of Austin will receive 1 MGD of the new capacity. The City of Round Rock will be reimbursed for engineering costs based on the participation percentage outlined in the ILA once it is approved.

 

The total preliminary engineering, final design and bid phase services cost is $6,072,849.
