Title

Consider a resolution authorizing the Mayor to execute an Agreement with WHC ATX, LLC d/b/a "zTrip" for mobility demand response bus services.

 

Body

To award a contract to zTrip, the successful bidder in response to solicitation #RFP-22-026, Mobility on Demand services. We received a total of five vendor responses from the RFP solicitation.  An evaluation team with expertise in this area evaluated all he offers.  The scores were based on the Respondent's  qualifications, resources, experience, service approach, work plan and cost.  Respondents evaluation and their point distribution are listed below based on a 100-point scale:

 

zTrip, 78 points

River City North, 70.20 points

Tripp Consulting, 64.75

National Express, 51.45 points

Star Shuttle, 39.14 points

 

It has been determined that zTrip offered the highest quality of service and the best value, therefore the evaluation committee and the Transportation Department recommend the contract be awarded to zTrip.

 

Contract Term: Five years

Contract Amount: Not to exceed amount of $6,258,565.60

 

zTrip will be responsible for ensuring compliance with all applicable laws and regulations related to providing public transportation and in accordance with the Americans with Disability Act.  zTrip will provide all of the documentation and assurances as required by the Federal Transit Administration.  The City will provide oversight and conduct unannounced audits of contractor's compliance with drug & alcohol rules, DBE participation, driver training and other requirements as outlined in the RFP.

 

zTrip will provide a shared ride, point-to-point, mobility for all transit service utilizing real-time technology, right sizing vehicles, accessible to persons with disabilities, provided in a safe and secure environment during all phases of their trips.

 

The Mobility On Demand service will operate, Monday-through Friday, 6:30am to 8:00pm, within the initial MOD zone and may expand to the remaining city limits after evaluation of service within the first year. 

 

The Transportation Department Recommends Approval.

 

Cost: $6,258,565.60
