Title

Consider a resolution authorizing the City Manager to issue a purchase order to Chasco Constructors LTD, LLP for emergency repairs of a 36-inch water line.

 

Body

The City of Round Rock has a 36-inch diameter water main that extends along the south of FM1431, west of Interstate 35. The water main is made of concrete steel cylinder pipe and was installed in 1987. The water main transfers water from the City's Water Treatment Plant to the elevated storage tank on FM1431. This elevated storage tank is the head of the water distribution system for the west side of Round Rock.

 

In late June, a small leak was noticed on the water main. The City investigated the leak and determined that due to the pipe material, a specialized company was required to repair this specific pipe type. While waiting for the specialized company, the leak grew in size to the point that the water main would have to be shut down during the repair. The City had two line stops installed to isolate the leak which allowed the pipe to be repaired.

 

During the installation and removal of the line stops, hydraulic conditions in the waterline may have led to damage of one of the line stops. After the pipeline repair, the line stop was unable to be removed, creating a blockage in the pipe. While the line stop was in place, the City could not move water from Round Rock's Water Treatment Plant to the west side of the City.

 

The City contracted with Chasco Constructor's to assist with removal of the damaged line stop. Chasco Constructors. along with their subcontractor, constructed a 24-inch bypass around the line stop to allow the City usage of the pipeline. After the bypass was placed in service, the line stop was removed, and a section of 36-inch pipeline was replaced.

 

In addition to the repair, a 36-inch gate valve was added to the pipeline. The 36-inch gate valve provides the City a long-term solution to future waterline isolations for maintenance and repair of the main. Chasco Constructors also secured and provided the City 200-feet of 24-inch ductile iron pipe to assist with future emergency scenarios. This pipe is currently stored at our department warehouse.

 

The total cost for the emergency repair work is $667,487.
