Consider a resolution determining that Millis Development and Construction - Austin, LLC provides the best value for the City for the Town Green Improvements 2025 Project and authorizing the Mayor to execute a Standard Form of Agreement.

 

Body

This item allows the Mayor to execute an agreement with Millis Development and Construction - Austin, LLC (MDC) for the construction of the Town Green Project.  While MDC was the highest proposer for this project, they were the company who was most qualified to complete the work based on the proposals received.  MDC has completed several projects of similar scope, scale, and complexity as this project in the past and has a solid plan for how to complete this specific project given project constraints.  This project includes renovation of the Johnson Building and construction of pedestrian plazas, signage, landscaping, and ADA improvements, while being constructed in a highly active area of Downtown.  Round Rock Donuts is directly north of this project and frequently attracts hundreds of patrons daily (both on foot and through vehicular travel).  To the south of this site, there are several restaurants and bars that also attract heavy foot traffic.  As such, this project will require a contractor with experience working in tight confines around people and someone who can limit the impact of construction on the overall downtown businesses.  The contractor must be flexible to adapt to changing  access concerns with a project situated in the heart of downtown.  This project will have a lot of public eyes on it due to its location, so the contractor must be able to operate in a way that gives the City confidence in their ability to construct at a high level in the safest and most efficient way possible.  MDC has instilled confidence in PARD that they understand the constraints and will successfully complete this project with minimal impact to the surrounding businesses. 

 

Cost: $4,800,000.00
