Title

Consider a resolution authorizing the Mayor to execute Supplemental Contract No. 2 with Plummer Associates, Inc. for the Brushy Creek East Regional Wastewater Treatment Plant Expansion to 40 million gallons per day project.

 

Body

The City of Round Rock’s wastewater flows into the Brushy Creek Regional Wastewater System (BCRWWS). The regional system is owned by the City of Round Rock, City of Cedar Park, City of Austin, and City of Leander. The BCRWWS consists of two wastewater treatment plants (WWTP), the East WWTP and the West WWTP. The East WWTP is nearing construction completion to increase the capacity to 30 million gallons per day (MGD), bringing the total treatment capacity of the BCRWWS to 33MGD.

 

The Expansion to 40MGD project for the East WWTP is under design by Plummer Associates, Inc. and expected to start construction in late 2027. The construction cost estimate for the 40MGD project is approximately $117.6 million. Round Rock’s cost allocation is 90%, or approximately $105.8 million. Due to the significant cost of the project, the Texas Water Development Board Clean Water State Revolving Fund (TWDB CWSRF) Loan Program was pursued to finance a portion of Round Rock’s allocation of the construction cost. Due to many key project features, the 40MGD project ranked high among other projects submitted across the state, and in October 2025, the City of Round Rock was invited to apply to the 2026 CWSRF program. The application for $60 million was subsequently authorized by City Council and submitted to the TWDB in December 2025.

 

This request is for the approval of Supplemental Agreement No. 2 with Plummer Associates, Inc. for additional assistance with the TWDB CWSRF loan process, including responding to TWDB information requests, supporting loan closing, and pursuing additional funding in the 2027 CWSRF program. The supplemental also includes a task to assist the City with best practices for certain wastewater regulatory reporting.  Because this agreement is to support the financing of Round Rock’s portion of the Expansion to 40MGD project, there is no cost allocation with the other BCRWWS partner cities. The cost of the agreement is $​124,980.
