Title
Consider public testimony regarding, and an ordinance rezoning 71.88 acres out of the Henry Millard Survey, Abstract No. 452 from District PUD (Planned Unit Development) No. 149 to District SF-3 (Single-Family - Mixed Lot). (First Reading)*
Body
HISTORY:
The subject property was annexed and zoned to Planned Unit Development (PUD) #149, also called Verona, on May 11, 2023, to accommodate development of attached residential townhouses on fee simple lots. Since that time, the developer has had difficulty marketing the attached townhouse product and desires to rezone the property to SF-3 (Single-Family - Mixed Lot).
STAFF REVIEW AND ANALYSIS:
Comprehensive Plan and Zoning: The 2030 FLUM (Future Land Use Map) designates the property for residential uses. The proposed rezoning complies with the Round Rock 2030 location criteria for single-family residential development which requires single family housing to minimize potential conflicts with non-residential uses. This property is adjacent to residential development along the northern (Salerno) and western (Siena MUD) property lines and the proposed single family residential development would continue that pattern.
Traffic, Access and Roads: This property has access to public right-of-way via two existing road stubs: Toscano Trace to the west and Fisciano Lane to the north. Additional fire and/or access locations may be required and would be determined at time of subdivision improvement permit and/or platting. The project will be subject to the city's roadway impact fee.
SF-3 (Single Family Mixed Lot) Zoning District: The SF-3 district was established in 2017 in response to market demand for subdivisions containing a mixture of lot sizes, but most notably lots smaller than the city's minimum requirement of 6,500 square feet in effect at the time. The district requires a prescribed mix of estate lots (10,000 SF), standard lots (6,500 SF) and small lots (5,000 SF). However, the zoning district has provisions which allow for exceptions to the prescribed lot mix where developers opt to include additional subdivision features and/or design incentives that are over and above those that would be required if the prescribed lot mix was followed. If a developer chooses to vary from the prescribed lot mix by opting into the additional development standards, it will be enforced during the subdivision platting and subdivision improvement permit process. The SF-3 zoning district also includes supplementary development standards for garage and driveway treatment and street facing building elevations.
Planning and Zoning Commission: On December 4, 2024, the Planning and Zoning commission recommended approval of the rezoning from PUD to SF-3 with a vote of 8-0. There was one speaker from the Salerno subdivision who was concerned about compatibility and potential of drainage impacts to her property.
