Consider public testimony regarding, and a resolution approving a portion of the Old Settlers Park Improvements Project as a Type B project pursuant to the Local Government Code.

The Old Settlers Park project includes several major additions to the park, including improvements that qualify as projects for the RRTEDC.
The total project costs are expected not to exceed $188 million, and include:
RRTEDC (Type B) Funded - $15 million
• $4.5 million to move and reconstruct the multipurpose Apex Fields used for soccer, cricket, football, etc.
• $10.5 million of the estimated $21.7 million to construct track and field facilities adjacent to the new recreation center complex.
Voter Approved GO bonds - $150 million
• Constructing, improving, extending, expanding, upgrading and/or developing City parks, recreation and sports projects and facilities, comprised of:
o Lakeview Area Improvements & Pavilion
o New Recreation Center Complex
o Track and Field Facilities
o Rock’N River Expansion
o Tennis and Pickleball Courts
o Maintenance Yard Relocation and Expansion
o Multipurpose Complex Expansion
General Self-Finance Construction Fund - $23 million
• Additional added value for the new recreation center complex, Rock’N River expansion, tennis and pickleball courts, and maintenance yard expansion.
The Type B board approved $34.5 million for the Harrell Parkway road project in February 2024, which is also an integral part of the entire OSP Project.
The Old Settlers Park project is expected to break ground and be completed in phases as follows:
• Harrell Parkway construction estimated to begin October 2024 and complete in November 2025.
• Apex Fields movement and reconstruction estimated to begin October 2024 and complete in July 2025. (Part of Harrell Parkway Phase 1)
• Lakeview Area Improvements & Pavilion estimated to begin October 2024 and complete in September 2025.
• Tennis and Pickleball Courts estimated to begin December 2024 and complete in October 2025.
• Maintenance Yard Relocation and Expansion estimated to begin December 2024 and complete in January 2026.
• Rock’N River estimated to begin January 2025 and complete in February 2026.
• New Recreation Center Complex and Track and Field Facilities estimated to begin February 2025 and complete in October 2026.
• Multipurpose Sports Complex Expansion to begin August 2025 and complete in January 2027.
