Consider a resolution authorizing the Mayor to execute an Advance Funding Agreement with the Texas Department of Transportation for the 2014 Sidewalk Gaps Project.

In August of 2015, the city's Transportation Department submitted the 2014 Sidewalk Gaps Project to CAMPO in order that it be assessed and potentially chosen for federal funding under the Transportation Alternatives Program (TAP). CAMPO's assessment committee selected the 2014 Sidewalk Gaps Project for federal funding in October of the same year.
Recently, February 02, 2016, the Texas Department of Transportation (TxDOT) submitted a partially executed Advanced Funding Agreement (AFA), reference number CSJ: 0914-05-186, to the City of Round Rock for review and approval. This AFA affirms that TxDOT will be responsible for securing the federal share of funding required for the construction of the 2014 Sidewalk Gaps Project in an amount not to exceed 80% of the actual cost of the work, and up to the amount of funds approved for the project by TxDOT; the City of Round Rock will be responsible for the remaining 20% of total actual costs. A Project Budget Estimate and Source of Funds spreadsheet is provided as Attachment C, showing the total estimated development cost of the 2014 Sidewalk Gaps Project. Attachment C shows the percentage and estimated dollar amounts to be contributed to the project by state and local sources, as well as the maximum amount in federal TAP funds. Finally, it should be noted that this AFA states that Federal funds will be distributed on a cost reimbursement basis.
In summary, the total estimated cost for development and construction of the 2014 Sidewalk Gaps Project is $468,456.00, which consists of:
Planning/Maps/Edu./Non-CST - $19,000.00
Construction - $371,348.00
Direct State Cost - $55,702.00
Indirect State Cost - $22,406.00
The maximum funding provided by the TAP is $341,640.00, which is 80% of Construction & Direct State costs. The estimated total capital to be provided by the City of Round Rock is $104,410.00, plus 100% of overruns. The city's participation is comprised of:
Planning/Maps/Edu./Non-CST - $19,000.00 (100%)
Construction - $74,270.00 (20%)
Direct State Cost - $11,140.00 (20%)
For reference, the 2014 Sidewalk Gaps Project primarily consist of improvements, or new construction, of pedestrian facilities located at various sites throughout the city. Furthermore, the project is currently at 100% design, and ready for construction. Below is a brief summary of the locations to be improved.
The 2014 Sidewalk Gaps Project:
-Along South Mays Street, from West Logan Street to Gattis School Road
-Sections of Somerset Drive and Peachtree Valley Drive
-Segments of Greenlawn Boulevard, from Gattis School Road to Dell Way
-Portions of Joe DiMaggio and US 79
The Transportation Department recommends that the City of Round Rock execute the Advanced Funding Agreement, CSJ: 0914-05-186, provided by the Texas Department of Transportation. Further, the Transportation Department advocates that the City of Round Rock approve the 2014 Sidewalk Gaps Project for construction; and that the city issues a payment in the amount of $11,410.00 to the Texas Department of Transportation for Direct Costs associated with the 2014 Sidewalk Gaps Project.
