Consider public testimony regarding, and an ordinance zoning 25.053 acres located south of E. Old Settlers Boulevard on the east side of N. Red Bud Lane to the Planned Unit Development (PUD) No.146 zoning district. (First Reading)*

The property owner, Beverly Johnson Gordon, requests an original zoning of 901 North Red Bud Lane to a Planned Unit Development (PUD) with a Light Industrial (LI) base zoning district.
Comprehensive Plan and Zoning: The 2030 Future Land Use Map (FLUM) designates the subject tract as Employment Center. The Employment Center land use designation is used for any parcel or tract of land intended for office, research and development, or light manufacturing activities.
The PUD proposes uses that are consistent with the Employment Center land use designation and includes allowances for loading/storage provided they are shielded from view along the North Red Bud Lane corridor. The PUD uses the LI zoning district as its base zoning district with numerous use restrictions. The LI zoning district allows for such uses as office/warehouse, light industrial services, manufacturing, and assembly. The PUD also includes building design and landscaping enhancements beyond LI zoning district requirements to ensure compatibility with Old Settlers Park and to protect the appearance of the North Red Bud Lane corridor.
Location criteria: The Round Rock 2030 Comprehensive Plan provides location criteria for each land use category. Pertinent to the subject property, the Plan states that Employment Center developments are best located on land which is well served by transportation and utility systems. These developments may be located near single family or two-family residential neighborhoods, however they should not be directly adjacent to them but should be located where there is an intervening land use. The proposed PUD complies with the above-listed location criteria.
Site Location: The subject tract is situated between several small-scale light industrial uses to the north and the Army National Guard Armory to the south. Old Settlers Park is located immediately across North Red Bud Lane to the west. The area east of the subject tract contains substantial flood plain (creek) which serves as a barrier to the Siena Subdivision located further to the east.
Traffic, Access, and Roads: The PUD proposes access from North Red Bud Lane as depicted on the Concept Plan (Exhibit B). Any development project will be subject to the Roadway Impact Fee regulations which will be assessed at the time of application for a building permit. The location and size of driveways and deceleration lanes will be determined during site plan review, in accordance with city standards. A 50-foot easement as depicted on the Concept Plan is provided to facilitate access to the acreage immediately east of the subject tract.
Proposed PUD zoning:
The PUD supports light industrial uses with substantial use limitations and enhancements beyond those required in the base LI zoning district:
• Light Industrial use prohibitions, including, but not limited to outdoor shooting and archery ranges, self-storage, and auto body,painting,and repair shops.
• Enhanced building design elements including architectural variation (Exhibit C).
• Increased width of the required parking landscape buffer along the Red Bud Lane right-of-way.
• Requirements for parking lot islands in the North Red Bud Lane street yard.
• Foundation treatments for buildings fronting North Red Bud Lane.
• Enhanced screening of detention facilities (ponds) to facilitate compatibility.
• Siting requirements for loading and outdoor storage to protect the appearance of the North Red Bud Lane corridor.
The limitations and enhancements included in the PUD proposal meets the intent of the Employment Center land use designation. The PUD provides for limited light industrial operations with associated loading and storage, while simultaneously protecting the visual appearance of the North Red Bud Lane corridor.
The Planning and Zoning Commission unanimously recommended approval of the PUD at its January 11, 2023, meeting. There were no public speakers.
