Consider a resolution approving the action of the Brushy Creek Regional Utility Authority (BCRUA) in authorizing the execution of a Contract with Webber Waterworks, LLC for the BCRUA Phase 2A Water Treatment Plant Expansion Project.

This agenda item is to award the construction contract for the Brushy Creek Regional Utility Authority (BCRUA) Phase 2A Water Treatment Plant (WTP) Expansion project.
The current BCRUA WTP capacity is 41.9 million gallons per day (MGD) of which Round Rock has 11.2 MGD of capacity. This project will further increase the total BCRUA WTP capacity to 64.2 MGD. The capacity allocation for Phase 2A is 11.7 MGD to the City of Leander (52.4%), 10.6 MGD to the City of Round Rock (47.6%), and no capacity additional capacity for the City of Cedar Park. Round Rock will own 21.8 MGD of treatment capacity at the completion of Phase 2A expansion.
On September 25, 2025, competitive sealed proposals were opened and read aloud for the project. Three responsive, competitive sealed proposals were submitted: Webber Waterworks, LLC (Webber) of the Woodlands, TX; Posillico Civil, Inc. (Posillico) of Farmingdale, NY; and Thalle Construction Co., Inc. (Thalle) of Hillsborough, NC. The proposals were evaluated and ranked based on the following selection criteria: 10% for Team Structure and Organizational Information, 10% for Project Approach and Schedule, 60% for Cost Proposal, and 20% for Proposer Qualifications and Experience.
The table below presents a summary of the results of the evaluation, and the engineer letter of recommendation. Based on evaluation of the proposals, Webber is the highest ranked proposer offering the best value, as determined by the selection criteria and ranking assessment.
The total construction cost is $97,619,149. Based on project capacity, the allocation of cost is 52.4% for Leander ($51,152,434.08) and 47.6% for Round Rock ($46,466,714.92). This construction contract was approved by the BCRUA Board on October ...
