Title

Consider a resolution authorizing the Mayor to execute an Amendment to the Residential, Commercial and Downtown Commercial District Services Rates for the Second Amended and Restated Collection Contract with Central Texas Refuse, LLC.

 

Body

In November 2021, the City entered into a contract with Central Texas Refuse as the sole-provider for the collection, delivery, and disposal of solid waste and recyclable materials for all residential customers, City facilities, the Downtown Commercial District, and all other commercial and industrial customers within the City. 

 

Per the contract, after September 30, 2023, CTR may petition the City for reasonable adjustments to the Residential Services Rate, Downtown Commercial District Services Rate, and Commercial Services Rate based on increases in inflation as demonstrated by the CPI-U (Consumer Price Index Rate for all Urban Customers, Garbage and Trash Collection).  The CPI-U as published by the U.S. Bureau of Labor Statistics for July shall be the base CPI-U utilized for the purposes of calculating a proposed rate adjustment.  Any rate increases shall be capped at 5% and rate decreases limited to -2%. 

 

The July 2023 CPI-U was 8.8% so CTR has proposed the maximum 5% rate increase allowed under the contract.  With this increase, the Residential Services Rate for solid waste and recycling collection and disposal would increase from $17.35 to $18.22 per month for a single-family residential property.  The Downtown Commercial District Services Rate and the Commercial Services Rate will also see an across the board 5% increase as based on the size of container and frequency of collections.

 

CTR shall not request a rate adjustment for their services more than once within a 12-month period.
