Consider public testimony regarding, and an ordinance amending Chapter 8, Section 8-87 of the Zoning and Development Code, Code of Ordinances (2018 Edition) regarding real estate marketing signs, to amend open house sign placement hours. (First Reading).
Background: Section 8-87. Real estate marketing signs establishes the permitting process and guidelines for the placement of open house signs. The guidelines establish the location, date and times signs are permitted.
Proposed Revision: This amendment to the Zoning and Development Code will change the start time of sign placement from noon to 6 am.
Justification for Change: The City seeks the earlier placement to allow real estate agents additional time to set out their signs and prepare for the open house event. This was based on feedback staff received from the real estate community. This does not change practice nor process and even aligns with code enforcement activity.
The public hearing notice was published in the Round Rock Leader on July 24 and posted at city hall on July 15 which allows residents at least 15 days to comment.
Planning and Zoning Commission reviewed and recommended approval of this code amendment on July 15, 2026.
