Title

Consider a resolution approving the updated Public Transportation Agency Safety Plan.

Body

The Federal Transit Administration (FTA) requires public transportation systems receiving federal funds to maintain a Public Transportation Agency Safety Plan (PTASP) in accordance with rule 49 C.F.R. 673, which went into effect in 2019. The City's safety plan was developed and approved on July 11, 2020.

In April 2024, the FTA updated the 49 C.F.R. 673 PTASP regulations through the Bipartisan Infrastructure Law. These updates focus on identifying risks and making recommendations and mitigations. Key updates to the safety plan include the introduction of additional safety performance measures and targets, such as, assaults on transit workers, pedestrian collisions, injuries to transit workers and vehicular collisions.

The update also named the City Manager, Brooks Bennett, as the Accountable Executive. Furthermore, a public health section was added to comply with 49 U.S.C. Part 5329(d), ensuring the monitoring of state and national health recommendations to minimize the risk of infectious disease exposure.

The safety performance targets for FY2022-FY2024 are available on the City's GIS Website, under the Transit Dashboard FY2024 section.
