Consider a resolution authorizing the Mayor to execute an Agreement with Austin Fire Protection, LLC for the purchase of backflow device testing, maintenance and repair services. 

 

Body

The City of Round Rock has over 17,000 backflow assembly devices protecting the water distribution system from contamination. The Utilities and Environmental Services Department ensures these assemblies comply with TCEQ rules and regulations by having them inspected by certified backflow testers.  The City provides several notices to companies and residents to let them know that their backflow assembly device is due for testing.  If the water customers fail to comply with the testing requirements by not hiring a certified backflow tester, then the City will have their contracted third-party testing company providing the testing of the private backflow assembly device.  The cost for this testing is added to the customers monthly water bill.

 

The testing company that was previously used was not certified to test backflow assemblies on fire suppression lines, so a fire line company was subcontracted to assist. Using a backflow testing company that is also certified to test assemblies on fire lines will streamline the enforcement process. The City initiated an invitation for bid in June 2021 and Austin Fire Protection provided the lowest bid. The Department recommends a 5-year contract with a not-to-exceed amount of $218,750 ($43,750 per year).
