Title
Consider a resolution approving a resolution by the Board of Directors of the Brushy Creek Regional Utility Authority authorizing the issuance of “Brushy Creek Regional Utility Authority City of Round Rock, Texas Contract Revenue Bonds, Series 2026”; Establishing the procedures for selling and delivering the bonds and resolving other matters incident and relating to the issuance, payment, security, sale, and delivery of such bonds.
Body
This issuance is the third of four planned financings from the Texas Water Development Board (TWDB) to support Round Rock’s share of the Brushy Creek Regional Utility Authority (BCRUA) Phase 2 Deep Water Intake project. The $12,200,000 in proceeds will fund continued construction of a permanent raw water intake on Lake Travis. The completed deepwater intake will have an ultimate capacity of 144.7 million gallons per day, ensuring a reliable long-term water supply for the full buildout of the BCRUA system.
City Council authorized the BCRUA to execute a Financing Agreement with the TWDB for this issuance on August 27, 2026. This phase of financing has been priced and sold as approved by the TWDB’s board on October 1, 2026. The true interest cost for this issuance will be 3.95% and estimated savings compared to an open-market sale will be presented at the meeting.
The BCRUA Board is scheduled to authorize this issuance on October 21, 2026, with proceeds expected to be delivered in November 2026.
In April 2023, the City Council authorized the BCRUA to apply for funding through the State Infrastructure Implementation Fund of Texas (SWIFT), which provides discounted interest rates for eligible water projects. Round Rock has previously issued $41,750,000 in November 2023 and $31,500,000 in November 2024 to fund the Phase 2 Deep Water Intake project and the Phase 1D water treatment plant expansion which was completed in early 2026. We plan to issue the remaining $5,000,000 towards construction next year, in FY 2028.
