Body
The property, part of the unrecorded subdivision of Westview Estates, was annexed into the City in a previous agenda item. The property owners, who have applied for this original zoning, are seeking a PUD (Planned Unit Development) zoning district. Westview Drive, an approximately 2,000-foot-long cul-de-sac local street, currently provides access to the property. There are ten ownership parcels and ten single family residential homes. The construction of Kenney Fort Boulevard on the western edge of the site significantly changes the development potential of the property by providing a second street frontage to the six of the ten lots.
Construction of Kenney Fort Boulevard from State Highway 45 north to Forest Creek Boulevard is an ongoing City project. The ultimate design is for a limited-access, six-lane divided major arterial. Three general access points to the property have been identified, with the precise locations to be determined when the site is redeveloped. The owners of the six properties with frontage along the Kenney Fort Boulevard right-of-way have provided each other with reciprocal cross access easements between the properties.
The PUD zoning district is divided into three parcels with different land uses allowed in each: Parcel 1 (~16 acres) is designated for general and mid-rise office, low density multi-family and senior residential uses, along with retail sales and services limited to personal services and restaurants without drive-through service. Parcel 2 (~8.5 acres), which is located at the future intersection of Kenny Fort Boulevard and SH (State Highway) 45, is designated for limited general commercial uses and low density multifamily.
