Title

Consider a resolution committing the City of Round Rock to the financial and legal obligations associated with the receipt of any financial assistance awarded by the Bureau of Reclamation for the WaterSMART: Title XVI Congressionally Authorized Water Reclamation and Reuse Projects for Fiscal Years 2023 and 2024 grant program.

 

Body

​The Title XVI Water Reclamation and Reuse Program was authorized by P.L. 102-575 in 1992 and is administered by the Bureau of Reclamation. This program provides financial assistance to local water authorities to plan, design, and construct water reclamation and reuse projects. 

 

The City of Round Rock has a reuse facility at the Brushy Creek Regional East Wastewater Treatment Plant. The 2023 Water Masterplan identified several potential reuse water projects that will help expand the reuse system's reach and capabilities. These future projects can apply for funding authorized by the Bureau of Reclamation grant program. The grant program offers funding equal to 25% of the project cost, and the City of Round Rock would fund the remaining 75% of the project cost. 

 

On November 16, 2023, the City Council authorized the grant application submission, including several reuse expansion projects. 

 

On June 13, 2024, the City was informed that our application was among those receiving the highest ratings and is now being considered for a financial assistance agreement award.  Reclamation anticipates awarding $4,223,469 with the City's match of $12,670,406 for a total of $16,893,875 toward the cost of various reuse projects.  Prior to the award, the City must adopt a resolution that commits the City to financial and legal obligations of the financial assistance. This item contains the resolution that meets these requirements that will be transmitted to the Bureau of Reclamation as part of the award process.
