Consider a resolution authorizing the BCRUA Board President to execute a construction contract with Control Panels USA, Inc. (CP USA) in the amount of $612,000.28 for the Delivery Points Improvements Phase 2 project.

This agenda item is a resolution recommending a construction bid award for the Delivery Points Improvements Phase 2 project. This project was originally bid in March 2024, but the one proposal received was substantially over budget and the pricing of many bid items in the proposal was not competitive with recent bid data for similar work. The bid was rejected, and the design was revised to postpone most of the heavy mechanical valves and structures until the Phase 2A treatment plant expansion project is built. The instrumentation, control and programming was left in, which is more critical at this time. The revised design also removed elements which were to be funded by Cedar Park and Round Rock, so Leander will be funding the entire project, using local funding sources.
The project was re-bid on June 6, 2024, using the competitive sealed proposal delivery method. Two responsive proposals were submitted by Control Panels USA, Inc. (CP USA) of Austin, Texas and Prime Controls, LP (Prime Controls) of Lewisville, Texas. CP USA submitted the lowest bid at $612,000.28 and Prime Controls bid was $796,691. Both bids are well below the engineer’s estimate. The engineer’s letter of recommendation for award is attached along with a tabulation of the bids and the proposals scoring.
Staff and the Engineering Operations Committee recommend approval of the attached resolution authorizing the BCRUA Board President to execute a construction contract with Control Panels USA, Inc. (CP USA) in the amount of $612,000.28 for the Delivery Points Improvements Phase 2 construction project.
