This agreement is for the 3rd of four phases of financing from the Texas Water Development Board (TWDB) and will fund Round Rock's share of the Phase 2 Deep Water Intake project. This project is a permanent raw water intake on Lake Travis which will replace the floating intake that was constructed with Phase 1A. The deepwater intake will have an ultimate capacity of 144.7 million gallons per day (MGD) and will provide a reliable supply of water through the full buildout of BCRUA.

The TWDB has formally approved the loan for Phase 2 construction. The BCRUA Board is scheduled to take action on this agreement on August 26, 2026. TWDB will sell the underlying bonds in September or early October. The City will be asked to approve the final rates and agreement at its October 22, 2026 meeting.

In April 2023, the City Council authorized the BCRUA to submit an application to the TWDB for funding through the State Infrastructure Implementation Fund of Texas (SWIFT). The program provides discounted interest to finance the City's portion of the projects. Round Rock has previously issued $41,750,000 and $31,500,000 from this loan in November 2023 and November 2024 respectively to fund the Phase 2 Deep Water Intake project and the Phase 1D water treatment plant expansion which was substantially complete in early 2026.
