Title

Consider a resolution authorizing the Mayor to execute an Advance Funding Agreement and a revised Standard Utility Agreement with the Texas Department of Transportation for the Waterline Betterment Project at I-35 (Cap-Ex North Section).

 

Body

This agenda item is for a Standard Cost Agreement and Advanced Funding Agreement between the City of Round Rock and the Texas Department of Transportation (TxDOT) to construct a waterline extension along the northbound frontage road of IH-35.

This project will be constructed by TxDOT, which is currently developing the TxDOT Mobility 35 Project (CapEx-North Section). As the waterline betterment exists within the TxDOT Mobility 35 Project area, TxDOT has agreed to orchestrate construction of the waterline betterment. The agreement states that the City of Round Rock will fund the construction costs of the waterline betterment running along the east side of I-35 between Greenlawn Boulevard and State Highway 45. The waterline extension project will install a 12-inch waterline, connecting the two existing waterlines and connecting the 700 linear foot gap near Whittlesey Landscape. The installation of this new waterline will allow for better water circulation, offer additional resilience, and provide service to future developments.

Previously, Round Rock City Council approved the Standard Agreement contract on October 28, 2021. TxDOT has resubmitted the contract due to a quantity error in linear footage made by TxDOT. The total construction cost has been lowered from the initial cost of $226,371.19 to $197,674.08. This resolution also includes an Advanced Funding Agreement with TxDOT which covers when the City of Round Rock will be responsible for funding the waterline betterment.
