Consider an ordinance amending Chapter 2, Sec. 2-326 (b), Code of Ordinances, to increase the authority of the City Manager to contract for prior approved expenditures. (First Reading)*

Consider an ordinance amending Chapter 2, Sec. 2-326, Code of Ordinances, to increase the authority of the City Manager to contract for Council prior approved expenditures.

 

The original delegation of signature authority for prior approved expenditures was established in 2015.  The ordinance assigns authority to the City Manager to “execute contracts and/or to expend funds in the maximum amount of $200,000" for items specifically approved by Council on the Authorized Purchases List.  The Authorized Purchases List is presented to Council for review and approval as part of the budget adoption actions and includes routine, recurring items that are included in the budget proposal.  The proposed amendment recommends an increase of the City Manager's signature authority for these items from $200,000 to $350,000.  All items on the Authorized Purchases List must still following proper procurement procedures and state statutes, and all contracts must still be approved by the City Attorney.
