Title

Consider a resolution authorizing the Mayor to execute a "Standard Form of Agreement between Owner and Contractor" with Lewis Concrete Restoration for the Brushy Creek Regional Wastewater System - 84-inch Tunnel Repair Project.

 

Body

The Brushy Creek Regional Wastewater System has an 84-inch wastewater interceptor that extends east along Brushy Creek. During the last inspection of the pipe by Ace Pipe Cleaners in 2022, it was discovered that a dry utility company had inadvertently drilled through the top of an 84-inch wastewater interceptor near Brushy Creek and I-35.

The City of Round Rock engaged multiple companies and was able to confirm with MCI (Verizon) that the specific line in question was their fiber line. The City worked with Verizon to have a new cable line installed which would allow the existing cable line to be cut out and removed without effecting any Round Rock customers.

The affected section of wastewater pipe is 28-feet deep in limestone rock. The original pipe was installed through a trenchless tunneling method, which now prevents open excavation down to the pipe to fix the specific defect. The City engaged multiple parties to try to determine the best repair method possible.  Lewis Concrete Restoration developed a proposal to utilize the manhole 960-feet away to enter the pipe and make the repair. This type of entry involves highly specialized methods and equipment in order to make the repair safely.

The total cost of the repair is $269,395. This section of wastewater pipe is owned by the City of Round Rock, City of Cedar Park, City of Leander and City of Austin. Round Rock’s ownership percentage of this section is 16.32%. Round Rock’s total cost is $43,965.26. The discussions with Verizon for the reimbursement of the repair cost are on-going and have not been finalized at this time.
