The intersection of East Liberty Street and South Sheppard Street has functioned as a 2-way, side-street stop control for many years. Under this configuration in the past, the legs of Liberty have been considered the major roadway and the legs of Sheppard have been forced to stop and yield the Right-of-Way. Recent additions to the entertainment options in the downtown area and public programs at both the library and the new Sharon Prete Main Street Plaza have caused a significant rise in pedestrian traffic. This has been felt more significantly at the Liberty and Sheppard intersection due to the public parking lot that sits on the northeast corner. Visitors and patrons that park in this lot must cross both Liberty and Sheppard streets. This coupled with Liberty drivers' historically validated expectations for uncontrolled use has created a less safe pedestrian condition. For these reasons, the transportation department staff, according to the engineering judgment of the Traffic Engineer, recommends installing an All-Way Stop controlled configuration at the East Liberty Street and South Sheppard Street intersection.
