The City of Round Rock’s reuse water system began in 2007 and has grown significantly over time. The system now serves many customers, including Old Setter’s Park, Dell Diamond, Texas State University Round Rock Campus, Austin Community College Round Rock, Kalahari, and others. To support future reuse water customers, additional storage at the Brushy Creek Regional Wastewater System East Wastewater Treatment Plant is needed. The Two Million Gallon Reuse Ground Storage Tank project will add the reuse water storage needed to ensure adequate capacity during peak summer demand.
BGE, Inc. was previously chosen to conduct engineering design, bidding, and construction phase services. City Council previously passed the Resolution authorizing City staff to use Competitive Sealed Proposal (CSP) as the alternative method for this project due to the technical nature of the construction and to provide best value for the City of Round Rock. The project was originally bid in January 2024, but subsequently bids were rejected due to budget exceedance. The project was re-bid with a streamlined scope and will utilize the Bureau of Reclamation WaterSMART: Title XVI grant funding for a portion of the construction contract, which 25% of the construction contract amount.
The project re-advertised on August 6, 2025, and stayed open for six weeks. On September 10, 2025, two proposals were received. The highest-ranking offeror, DN Tanks, LLC, is recommended for award. The contract time is 485 days and is anticipated to begin in December 2025 and conclude in April 2027. This request is to authorize the award of a construction contract to DN Tanks, LLC in the amount of $4,346,051.00.
