Title
Consider a resolution authorizing the Mayor to execute a Professional Consulting Services Agreement with Freese and Nichols, Inc for the Southeast Area 1 - Flood Mitigation Alternatives Analysis Project.
Body
The City previously entered into an Engineering Services Contract with Freese and Nichols, Inc for providing a drainage assessment of the area between Louis Henna Boulevard and E. Palm Valley Boulevard. This area has a history of local drainage issues and flooding as identified by residents, property owners, and City staff. The scope of services for the original contract included identifying and quantifying local flooding and determining the level of service provided by the existing drainage infrastructure.
Local flooding is the term given to areas where flooding occurs due to issues with neighborhood drainage systems or the lack thereof. Some of these neighborhoods were established prior to or under older engineering criteria. Local drainage systems often include pipes, curb inlets, roadside ditches, etc. Flooding occurs when runoff overloads the drainage infrastructure and flows into the streets and low-lying areas inundating yards, homes, and businesses. These issues can create traffic hazards and can cause property damage. Localized flooding can result from even minor storms.
This contract is for developing practicable solutions to the previously identified problem areas. Freese and Nichols, Inc. will analyze the data from the inundation maps and propose a few solutions on how to reduce the effects of local flooding. The Utilities and Environmental Services Department would like to execute a Professional Services Agreement with Freese and Nichols, Inc. for $198,539 for this assessment.
