Consider a resolution authorizing the Mayor to execute Quantity Adjustment/Change Order No. 3 with J.D. Abrams, LP for the University Boulevard Expansion Project.

The University Blvd Expansion project from AW Grimes to SH 130 will add two lanes in the
Westbound direction to create a four lane divided roadway to improve traffic safety and
mobility in the area.
Please find attached QA/CO#3 adds a number of new items of work required to complete the project. These include:
1. A bonus payment for Asphalt production based on specification item 3076 and test results for asphalt placed in the field. Testing results and TxDOT specifications were used to determine bonus/penalty values to calculate these amounts.
2. A light tower at an exit from the Vizcaya subdivision to improve visibility as night.
3. Additional Pavement Marking Items required for the project.
4. Reconstruction of the landscaping/rock pavers at the entrance areas to the Vizcaya subdivision.
5. Extension of culverts and rock riprap to reduce erosion around culverts.
6. Repairs to environmental protection devices outside the original scope of work.
7. Additional milling operations for the eastbound lanes.
8. Filter fabric to reduce weeds from growing through the rock riprap on the side slopes.
These was also a need to over/under run quantities many items to document actual quantities of work completed on the project. The majority of these items are underruns or monies saved on the project. A few of the over runs include:
1. Removal of stabilized base along the eastbound lanes.
2. Pipe and safety end treatments (SETs).
3. Silt fence for the project and the work for #16 Upper Brushy Creek Dam.
4. Geogrid material quantities left off the original bid quantity.
5. Law enforcement personnel for safety during nighttime operations.
The original contract price is $11,104,890.48. QA/CO #3 results in a net underrun of -$24,778....
