Title
Consider public testimony regarding, and an ordinance amending Zoning and Development Code, Chapters 1, 4, 6, 8, and 10, Code of Ordinances (2018 Edition), regarding delegation of plat approval. (First Reading)*
Body
On May 4, 2024, Round Rock voters approved a charter amendment to allow city staff to approve, conditionally approve, or deny all platting requests. Prior to the charter amendment, all preliminary plats and most final plats were required to be approved by the city’s Planning and Zoning Commission. The charter amendment aligns with a recent amendment to the Texas Local Government Code that now allows administrative approval of all types of plats.
Staff is proposing amendments to the Zoning & Development Code to remove language requiring P&Z Commission action on a plat. Other proposed revisions seek to clarify platting-related definitions within the Code. Lastly, some amendments provide clarification to platting requests that seek to vary from standard code requirements specifically pertaining to block length, flag lots, and subdivision connectivity requirements.
The city seeks to align the Zoning & Development Code with State Local Government Code to facilitate the timely review and approval of platting projects within both the City’s limited and full purpose jurisdiction.
The Planning and Zoning Commission held a public hearing at their meeting on June 26, 2024. Staff will provide an update of Planning and Zoning Commission action at your meeting on June 27th.
