Consider a resolution authorizing the City Manager to issue a Purchase Order to United Rentals for the purchase of emergency bypass pumping equipment.

 

Body

Influent lift station No. 1 at the Brushy Creek East Regional Wastewater Treatment Plant encountered functionality issues stemming from rail failure.  In addition, the reliability of new lift station (No. 2) was compromised due to pump malfunction, rendering it inoperable. Therefore, we were required to rent bypass pumping equipment in order to continuously transfer influent wastewater from an existing manhole located prior to lift station No. 1 to the preliminary treatment unit.

 

In light of these circumstances, we opted to utilize bypassed pumping as precautionary measure to ensure the safe management of wastewater flow. The availability of the bypass pump served as a crucial safety factor for us, mitigating the risk of overflow that could potentially lead to a major violation, causing environmental hazards such as fish kill.   The wastewater plant operations priority is to efficiently and safely operate the treatment facility at all times. The current expansion contractor has diligently addressed the issues with lift station No. 2, and we are actively working towards restoring the lift station to its full functionality.

 

The cost of renting the bypass pumping equipment cost $168,274.15 and will be shared by the partner Cities based on their capacity ownership in the treatment plant.
