Consider a resolution determining that Keeley Construction Group, Inc. provides the best value for the City for the Brushy Creek Regional Wastewater System East WWTP Tertiary Filters Project and authorizing the Mayor to execute a Standard Form of Agreement.

Brushy Creek Regional Wastewater System (BCRWWS) has recently expanded the capacity of the East Regional Wastewater Treatment Plant (WWTP) to 30 million gallons per day (MGD). As a result of the increased capacity of the WWTP, the Texas Commission on Environmental Quality (TCEQ) could possibly place more stringent limitations on effluent quality in the future.  To ensure the effluent quality standards are met, the partner Cities have decided to construct tertiary effluent filters which will add 48 MGD of capacity to the 6 MGD of existing filter capacity.  In total, the plant will have 54 MGD of filter capacity at the completion of this project.

City Council passed Resolution No. R-2024-010 on January 25, 2024 authorizing City staff to use Competitive Sealed Proposal (CSP) as the alternative method for this project due to the technical nature of the construction and to provide best value for the City of Round Rock.

The project advertised on April 10, 2024 and stayed open for six weeks. On May 22, 2024, two proposals were received. The proposals were evaluated by the BCRWWS partner cities, and the highest-ranking bid, Keeley Construction Group, Inc., is recommended for award. The contract time is 270 days and is anticipated to begin in September 2024 and conclude in June 2025. This request is to authorize the award of a construction contract to Keeley Construction Group, Inc. The total base bid amount is $8,174,000 plus bid alternate no. 4 in the amount of $135,000, for a total contract amount of $8,309,000. Round Rock’s portion of the contract amount is 60.76% or $5,048,548.40.
