Consider a resolution authorizing the Mayor to execute a Meet and Confer Agreement with the Round Rock Firefighters Association.

This is the fourth Meet and Confer agreement with the Round Rock Firefighters Association and, if approved, it will expire on September 30, 2028.
The 48/96 suppression schedule was piloted over the last few years and has been seen as a success. That schedule is now affirmed in the agreement.
This agreement includes a 5% annual adjustment across all steps and ranks and a reduction of “steps" from 14 to 13 in FY2028. This reaffirms Round Rock as a premier employer of professionals in the fire service. This agreement also features a revised presentation where annual amounts for suppression now include scheduled overtime, with an admin hourly rate derived to standardize annual earnings across suppression/admin.
Vacation and holiday time will count as productive (working) time for firefighters during the term of the agreement; if the City adopts a broader policy later, firefighters remain governed by this contract language.
Education and promotion provisions have been updated.
Paramedic Field Training Officer and Radio Programming/Air Management Coordinator assignment pays were added to compensate the individuals providing those important functions in the department.
The City Manager’s Office held multiple meetings with the Firefighters Association Executive Board and believes this agreement makes appropriate updates to pay, working conditions, and operating flexibility while preserving management rights and enhancing transparency.
